In the premodern East Asian order, diplomatic strength was measured not only by military power or territorial size, but also by a state's ability to manage foreign relations through sophisticated protocol and ceremony. At a time when transportation and communication remained limited, envoys served as the primary representatives of their governments. Receiving and hosting them was both a display of national prestige and a critical instrument of diplomacy.

The Seoul Historiography Institute has recently published Diplomatic Relations with Foreign Envoys in Hanyang During the Joseon Dynasty, the 20th volume of its Seoul History Focus Research series. The academic collection sheds light on the diverse diplomatic activities that unfolded in Hanyang, the capital of Joseon.

The Seoul History Focus Research series was launched in 2016 to uncover underexplored areas of Seoul's history while fostering emerging scholars. The latest volume includes five research papers examining the reception of foreign envoys, the evolution of diplomatic rituals, interpreter training systems and the administration of diplomatic records in Hanyang.

According to the studies, the Joseon government regarded diplomatic protocol and the reception of foreign envoys as matters of national importance, placing them alongside defense as key affairs of state. From the dynasty's founding, diplomatic procedures were strictly codified and institutionalized. This approach reflected Joseon's guiding foreign policy principle of sadae gyorin — serving major powers while maintaining peaceful relations with neighboring states.

Chinese diplomatic missions were treated as top-level national events. Numerous government offices across Hanyang were mobilized to support visiting envoys, and temporary administrative bodies were established when necessary to oversee diplomatic operations.

Joseon applied a different system to envoys from Japan and the Jurchen states. To preserve the symbolic authority of the king, local officials generally received them on the monarch's behalf. Only formally accredited envoys carrying official state correspondence were permitted to travel to Hanyang and stay in designated accommodations.

The studies also highlight Joseon's systematic efforts to cultivate diplomatic professionals. The government produced language textbooks covering Chinese, Japanese and Jurchen languages and cultures, using them to train interpreters known as yeokgwan, who played a vital role in foreign relations.

As geopolitical conditions shifted and China's ruling dynasty changed from the Ming to the Qing, Joseon adapted its educational system accordingly. Training programs expanded beyond traditional Chinese studies to include Manchu-language instruction, reflecting practical diplomatic needs in a changing regional order.

Diplomatic records were also managed with great care. Imperial documents were received through highly formalized procedures, while archival facilities were strategically located within and around the royal palace to ensure that previous diplomatic precedents could be readily consulted when needed.

Centered on Hanyang, the newly published volume offers a detailed look at how Joseon maintained foreign relations and navigated the complexities of the regional order. Through the lens of diplomatic missions, it reveals the institutional systems and practical efforts that sustained the kingdom's engagement with the wider world.
