The Wall Street Journal, citing government sources, reported that this special security review aims to address national security concerns linked to the export of advanced AI chips amidst the ongoing technological rivalry between the US and China.

The chips, primarily produced by Taiwan's TSMC, will take a circuitous route, being shipped from Taiwan to the United States for security clearance before reaching their final destination in China. This intricate supply chain decision reflects the growing pressure and scrutiny over Nvidia's chip exports, perceived as potential threats to national security in the global AI dominance race.

Concerns have escalated following the introduction of the "Secure and Feasible Exports Act of Semiconductors (SAFE Act)" in the US Senate, which could empower the Secretary of Commerce to restrict export licenses for advanced chips to China for up to 30 months. This legislative proposal underscores the strategic importance of controlling the flow of cutting-edge technology to geopolitical rivals.

The decision to route Nvidia's exports through the United States could also circumvent legal issues associated with the controversial "export tax" on semiconductors. President Donald Trump's plan to impose a tax on semiconductor exports to China had faced criticism for potentially breaching constitutional limits. By importing chips into the US before re-exporting them to China, Nvidia could effectively navigate around these legal challenges.

Despite these measures, experts remain skeptical about the effectiveness of the security reviews. They argue that the core security risks lie in the end-use and final destination of the chips, rather than the chips themselves. While US lawmakers fear that these AI chips could bolster China's military capabilities, Nvidia CEO Jensen Huang has expressed confidence that China would avoid using US chips for military applications due to its own security concerns.

Interestingly, President Trump authorized the export of the H200 chip, assessing that the security risk was mitigated by Huawei's existing AI platforms, which reportedly offer similar performance. Huawei's 'CloudMatrix384' AI platform, based on the 'Ascend' chip, matches the capabilities of Nvidia's NVL72 chip, prompting the conclusion that the US retains a technological lead over China.

Despite these reassurances, the decision has sparked debate about the strategic implications of exporting cutting-edge technology to a global competitor. Both the Department of Commerce and Nvidia have declined to comment on the developments, leaving questions about the future trajectory of US-China tech relations unanswered.
