송영길 “美ICE 韓 근로자 체포 ‘야만적 폭력’...관세 부과 FTA 위반”

[이뉴스투데이 방은주 기자] 송영길 소나무당 대표는 미국 이민세관국(ICE)의 한국인 근로자 체포·구금과 미국 트럼프 행정부의 관세·투자 정책을 규탄했다. 

송 대표는 지난 15일 오후 국회 소통관에서 기자회견을 열고  "한미동맹을 훼손하는 미국 이민세관국(ICE) 등의 야만적 폭력을 강력히 규탄하며, 하워드 러트닉 미국 상무장관의 무리한 관세정책과 약탈적 투자 강요를 즉각 중단할 것을 촉구한다"고 밝혔다. 

송 대표는 미국에 구금돼 풀려난 근로자 사건과 관련 "충격과 분노가 가시지 않고 있다. 전쟁포로나 테러리스트처럼 쇠사슬에 손발이 묶여 끌려가는 317명의 대한민국 엔지니어·숙련공들의 모습은 국민들의 가슴을 찢어놓았다"며 "이분들은 미국에 눌러살려 한 것이 아니라, 한국으로 돌아올 사람들이었다. 다만 미국 제조업 부흥을 위해 최신 설비 공장을 건설하러 파견된 기술자들일 뿐"이라고 설명했다.

이어 "이것은 명백히 대한민국에 대한 모욕이며 배신"이라며 "정녕 이들이 불법 밀입국자이자 불법 취업자란 말이냐"고 되물었다.

또한 "ICE(이민세관국), HSI(국토안보부), FBI(연방범죄수사국), DEA(마약단속국), ATF(주류, 담배, 총기, 폭발물 단속국 Alcohol, Tobacco, Firearms and Explosives)까지 합동으로 마약, 테러사범 다루듯이 헬기를 동원하고, 총기로 위협하고 쇠사슬로 묶어 노예를 끌고 가듯 체포한 사실은 전세계와 대한민국 국민에게 충격과 분노를 안겨줬다"고 비판했다.

그러면서 "해당 책임자는 공개 사과와 테네시,펜실버니아,인디아나등에 투자건설이 진행중인 한국기업들에게 다시 이런일이 생기지 않도록 재발방지책을 내놓아야 합니다. 즉각 호주 E3 비자처럼 한국에게 비자쿼터를 줘야 한다"고 주장했다.

노무현 정부 시절 민주당 한미FTA 특위 위원장을 역임했던 송 대표는 "2018년 트럼프 1기 정부 때에도 미국 측 요구를 일부 수용하여 미국 자동차 의무수입량을 5만 대로 확대하고, 미국 픽업트럭 25% 관세를 2041년까지 20년 연장해줬다"며 "트럼프 2기에 들어와 한미 FTA를 무시하고 일방적으로 25% 관세와 철강·알루미늄 50% 관세를 부과한다는 것은 명백한 계약 위반"이라고 비판했다.

또한 "최근 하워드 러트닉 미 상무장관은 미·일 투자협정을 빌미로 한국을 압박해 5500억 달러 펀드를 만들었다"며 "트럼프 대통령이 직접 선정한 프로젝트에 45일 내 자금을 출연하라고 강요하고 있다. 일본 사례처럼 수익의 90%를 미국이 가져간다 하니, 이는 강탈"이라고 지적했다.

이어 "한국은 일본과 다르다"며 "한국은 4000억 달러 외환 보유고에 보유하고 있는 미국 국채는 1000억 달러 남짓이고 이 중 3500억 달러를 내놓으라는 것은 외환위기로 직결될 수 있다"고 부연했다.

송 대표는 "이재명 대통령은 결코 굴복하지 않는다. 대한민국 국회도 국민도 굴복하지 않을 것"이라며 "이번에도 트럼프 행정부의 부당한 압력에 맞서, 이재명 대통령을 중심으로 뭉쳐 싸워야 한다"고 강조했다.

아직도 충격과 분노가 가시지 않고 있습니다. 전쟁포로나 테러리스트처럼 쇠사슬에 손발이 묶여 끌려가는 317명의 대한민국 엔지니어·숙련공들의 모습은 국민들의 가슴을 찢어놓았습니다. 이분들은 미국에 눌러살려 한 것이 아니라, 한국으로 돌아올 사람들이었습니다. 다만 미국 제조업 부흥을 위해 최신 설비 공장을 건설하러 파견된 기술자들일 뿐이었습니다. 트럼프 대통령이 미국에 남아 근로자들을 교육·훈련시켜 달라며 출국을 만류했음에도 불구하고, 316명 전원이 곧바로 귀국하지 않았습니까? 이것은 명백히 대한민국에 대한 모욕이며 배신입니다.

정녕 이들이 불법 밀입국자이자 불법 취업자란 말입니까? 공장이 완성되면 8000명이 넘는 미국인들이 일자리를 얻을 것입니다. 그런데도 미국에서 구하기 힘든 전문기술자들을 범죄자처럼 취급하다니, 납득할 수 없는 일입니다. 그것도 ICE(이민세관국), HSI(국토안보부), FBI(연방범죄수사국), DEA(마약단속국), ATF(주류, 담배, 총기, 폭발물 단속국 Alcohol, Tobacco, Firearms and Explosives)까지 합동으로 마약, 테러사범 다루듯이 헬기를 동원하고, 총기로 위협하고 쇠사슬로 묶어 노예를 끌고 가듯 체포한 사실은 전세계와 대한민국 국민에게 충격과 분노를 안겨주었습니다. 미란다 원칙조차 적용되지 않았습니다.

이는 마치 이웃집에 잔치 떡을 들고 선물하러 간 사람을 몽둥이로 내쫓는 것과 다를 바 없습니다. 자국 제조업 부흥과 일자리 창출을 위해 공장을 지으러 온 기술자를 쇠사슬로 묶어 체포하다니, 도저히 납득할 수 없는 광기입니다. 지금 우리 정부가 한국에 불법 취업 중인 미국인 영어 강사들을 총으로 위협하며 체포해 쇠사슬로 묶어 구치소에 가둔다면, 미국인들은 어떤 기분이겠습니까? 부평 GM자동차 신차 공장을 위해 방문 비자로 들어와 회의에 참석한 미국 본사 엔지니어들을, 워킹비자가 없다며 8일간 구금한다면 미국은 가만있겠습니까? ICE 책임자의 과잉충성 경쟁이 한미관계에 얼음을 끼얹었습니다. 해당 책임자는 공개 사과와 테네시,펜실버니아,인디아나등에 투자건설이 진행중인 한국기업들에게 다시 이런일이 생기지 않도록 재발방지책을 내놓아야 합니다. 즉각 호주 E3 비자처럼 한국에게 비자쿼터를 주어야 합니다.

저는 노무현 정부 시절 민주당 한미FTA 특위 위원장으로서 한미 FTA 체결을 위해 누구보다도 노력했습니다. 2018년 트럼프 1기 정부 때에도 미국 측 요구를 일부 수용하여 미국 자동차 의무수입량을 5만 대로 확대하고, 미국 픽업트럭 25% 관세를 2041년까지 20년 연장해 주었습니다. 그런데 트럼프 2기에 들어와 한미 FTA를 무시하고 일방적으로 25% 관세와 철강·알루미늄 50% 관세를 부과한다는 것은 명백한 계약 위반입니다. 계약은 지켜져야 합니다(Pacta sunt servanda). 힘이 있다고 계약을 깨뜨리고 협박과 강요로 불리한 조건을 강제하는 것은 정상적인 국가 관계가 아닙니다.

아무리 관세를 올리더라도, 관세 수입은 미국 총세수의 5%에도 미치지 못합니다. 재정을 늘리려 관세를 인상한다 한들, 무역 축소·경기 둔화·물가 상승·인플레이션·스태그플레이션으로 되돌아올 뿐입니다. 황금알을 낳는 거위를 잡아 배를 가르는 어리석음을 미국이 반복하지 않기를 바랍니다.

한미동맹은 단순한 이익이 아니라 가치동맹입니다. 민주주의와 시장경제를 지키는 동맹입니다. 시장경제의 원리는 간단합니다. 이익이 나면 누가 말리지 않아도 투자합니다. 그러나 손해 나는 투자를 억지로 강요하는 것은 사회주의 계획경제이며, 지속 가능하지 않습니다. 최근 하워드 러트닉 미 상무장관은 미·일 투자협정을 빌미로 한국을 압박하며, 5,500억 달러 펀드를 만들고 트럼프 대통령이 직접 선정한 프로젝트에 45일 내 자금을 출연하라고 강요하고 있습니다. 일본 사례처럼 수익의 90%를 미국이 가져간다 하니, 이는 강탈입니다.

한국은 일본과 다릅니다. 일본은 기축통화에 가까운 엔화를 가지고 있으며, 필요할 경우 미국에게 무제한 돈을 빌릴 수 있는 통화스와프 협정이 체결되어 있습니다. 외환보유액도 1조 3천억 달러이고 미국국채도 1조 달러 이상을 보유하고 있습니다. 반면 한국은 4천억 달러 외환 보유고에 보유하고 있는 미국 국채는 1천억 달러 남짓입니다. 이 중 3,500억 달러를 내놓으라는 것은 외환위기로 직결될 수 있습니다. 차라리 그 돈으로 자동차 등 수출기업에 보조금을 지급하며 장기 항전을 준비하는 것이 현실적이란 여론이 들끓고 있습니다.

이재명 대통령은 결코 굴복하지 않습니다. 대한민국 국회도 국민도 굴복하지 않을 것입니다. 조 바이든 앞에서 아메리칸 파이를 불렀던 애완견 '윤석열'과는 다릅니다. 트럼프 대통령도 칭찬하였듯이 우리 국민은 김대중 정부 시절 금반지·목걸이·귀걸이를 모아 IMF 위기를 극복한 저력을 가지고 있습니다. 이번에도 트럼프 행정부의 부당한 압력에 맞서, 이재명 대통령을 중심으로 뭉쳐 싸워야 합니다.

트럼프 대통령께도 당부드립니다. 이재명 대통령이 약속한 대로 대한민국은 미국 제조업 르네상스를 가져올 능력이 있는 진정한 동맹이자 혈맹입니다. 동맹을 벼랑 끝으로 몰지 마십시오. 오히려 이재명 대통령과 힘을 합쳐 북미관계 정상화를 이루고, 냉전 시대의 마지막 유물을 청산하는 역사적 사명을 감당하시기를 간절히 바랍니다.

대한민국 국회 소통관

“We strongly condemn the barbaric violence of U.S. Immigration and Customs Enforcement (ICE) and other agencies that has undermined the U.S.–Korea alliance, and we call on U.S. Commerce Secretary Howard Rutnick to immediately halt his reckless tariff policies and predatory investment demands.”

The shock and anger have not subsided. The sight of 317 Korean engineers and skilled workers dragged away in shackles—bound hand and foot like prisoners of war or terrorists—has torn at the hearts of the Korean people. These were not individuals seeking to remain in the United States. They were people who were always going to return to Korea. They had only been dispatched to construct advanced factories in support of America’s manufacturing revival. Even though President Trump urged them to remain in America to train U.S. workers and tried to dissuade their departure, all 316 nonetheless returned home immediately. This is clearly an insult and betrayal of the Republic of Korea.

Are we really to believe that these individuals were “illegal immigrants” and “unlawful workers”? Once the factory is completed, more than 8,000 Americans will gain employment. Yet, in a situation where it is already difficult in the United States to find professionals capable of building such factories, how can the very specialists sent to build them be treated as criminals? What is worse, ICE (Immigration and Customs Enforcement), HSI (Homeland Security Investigations), FBI (Federal Bureau of Investigation), DEA (Drug Enforcement Administration), and ATF (Bureau of Alcohol, Tobacco, Firearms and Explosives) joined forces—mobilizing helicopters, threatening them with firearms, and chaining them like slaves being dragged away, as if dealing with drug traffickers or terrorists. No Miranda rights were applied. This delivered shock and outrage to the entire world and to the people of the Republic of Korea.

This is no different from striking down a neighbor who comes bearing rice cakes as a gift. To shackle engineers who came to build factories for America’s manufacturing revival and job creation, and to arrest them, is sheer madness that cannot be accepted. If the Korean government were to threaten American English teachers illegally working in Korea with guns, arrest them, bind them in chains, and throw them into detention, how would Americans feel? If U.S. engineers entered Korea on visitor visas to attend meetings at the Bupyeong GM automobile plant, and our authorities detained them for eight days on the grounds that they lacked work visas, would the United States remain silent? This excessive loyalty competition by ICE officials has cast a chill over the U.S.–Korea alliance. The officials responsible must issue a public apology and, with Korean companies currently investing and constructing plants in Tennessee, Pennsylvania, Indiana, and other states, must present measures to prevent such incidents from happening again. The United States must also immediately grant Korea a visa quota, like Australia’s E-3 visa.

As chairman of the Democratic Party’s Special Committee on the KORUS FTA under President Roh Moo-hyun, I worked harder than anyone for the conclusion of that agreement. Even in 2018, during President Trump’s first term, Korea accepted part of America’s demands by expanding the quota for U.S. automobile imports to 50,000 units and by extending the 25% tariff on U.S. pickup trucks for twenty more years, until 2041. Yet now, in Trump’s second term, the United States is disregarding the KORUS FTA and unilaterally imposing a 25% tariff, along with 50% tariffs on steel and aluminum. This is a blatant breach of contract. Pacta sunt servanda—agreements must be kept. To break a contract simply because one has power, and to impose unfair terms through threats and coercion, is not the conduct of a normal state.

No matter how high tariffs are raised, tariff revenue accounts for less than 5% of total U.S. tax receipts. Even if tariffs are raised to increase revenue, the result will only be shrinking trade, slowing growth, rising prices, inflation, and stagflation. The United States must not repeat the folly of killing the goose that lays the golden eggs.

The U.S.–Korea alliance is not an alliance of mere interest but an alliance of values. It is an alliance to safeguard democracy and the market economy. The principle of the market economy is simple: if there is profit, investment takes place without anyone needing to compel it. Forcing loss-making investments, however, is socialist central planning, and it is unsustainable. Recently, U.S. Commerce Secretary Howard Rutnick, using the U.S.–Japan investment agreement as a pretext, has pressured Korea to contribute to a $550 billion fund, demanding that within 45 days Korea provide capital to projects personally designated by President Trump. It is said that, as with Japan, 90% of the profits would go to the United States. This is outright plunder.

Korea is not Japan. Japan possesses the yen, a quasi-reserve currency, and has a currency swap agreement with the United States that allows it to borrow unlimited funds when necessary. It also holds $1.3 trillion in foreign reserves, with more than $1 trillion of this in U.S. Treasuries. Korea, by contrast, has only $400 billion in reserves, with just about $100 billion of that in U.S. Treasuries. For Washington to demand $350 billion out of this would directly trigger a currency crisis. Public opinion in Korea is boiling over with the view that it would be more realistic to use those funds to provide subsidies to export industries—particularly the automobile sector—and to prepare for a long-term struggle.

President Lee Jae-myung will never yield. Neither the National Assembly of the Republic of Korea nor the Korean people will yield. He is not like Yoon Suk-yeol—the lapdog who sang “American Pie” before Joe Biden. As even President Trump has praised, the Korean people demonstrated their resilience during the Kim Dae-jung administration, when they donated their gold rings, necklaces, and earrings to overcome the IMF crisis. Once again, we must rally together under President Lee’s leadership to resist the Trump administration’s unjust pressure.

And to President Trump, I also make this appeal: As President Lee Jae-myung has pledged, the Republic of Korea is a true ally and blood brother capable of bringing about America’s manufacturing renaissance. Do not push this alliance to the brink. Rather, join hands with President Lee to normalize U.S.–North Korea relations and to fulfill the historic mission of liquidating the final remnants of the Cold War.”
