인천경제청이 특정업체에 유리한 공모사업을 벌이고 있다는 의혹이 지속적으로 제기됐다.

앞서 본지는 7월13일자 '송도 워터프런트 수변공간 개발 민간 사업자 공모지침 RFP 사전유출' 기사를 통해 공모지침서가 일반에 공개되기 전 이미 특정기업에 유출됐으며 이 건을 놓고 경제청 간부회의에서도 논쟁이 벌어졌다는 내용을 보도한 바 있다. 경제청이 특정업체에 정보를 미리 주고선 공모사업에 유리하게 참여시키려는 의도가 농후하다는 지적이었다.
또한 최근 시끄러운 송도R2부지 역시 인천경제청과 땅 주인인 iH가 해당 부지를 특정업체 A사에 수의 계약 방식으로 넘기는 것을 검토했다는 소식에 특혜 우려가 제기됐다.
이에 김진용 인천경제청장은 25일 송도 8공구 R2블록(15만8천㎡)과 인근 B1·B2블록을 합친 약 21만㎡ 부지를 제안공모 방식으로 바꾸겠다고 했으나, '케이팝 콘텐츠 시티'를 짓겠다는 과거 A사의 개발 제안을 유지해 특혜 의혹에서 자유롭지 못했다.
이와 함께 지난해 인천경제청에서 공모한 청라영상문화단지에서도 문제가 불거졌다. 사업 우선협상대상자로 가장 약체로 평가받던 더이앤엠(The E&M) 컨소시엄이 선정되자, 부실 심사 논란이 여러 매체에서 제기된 것.
평가위원회는 사업신청자, 종합개발구상, 전문성 및 관리운영계획 등 3개 부문에서 더이앤엠 컨소시엄이 모두 우수하다고 평가를 내렸고 심사위원 12명 모두 12대0으로 더이앤엠(THE E&M)의 손을 들어줬다.
하지만 업계에서는 국내 굴지의 대기업으로 구성된 KT컨소시엄이 참여했음에도 재무·역량이 모두 뒤떨어지는 더이앤엠 컨소시엄이 심사위원에게 몰표를 받았다는 걸 납득하기 어렵다는 반응이다.
여기에 심사위원 선정 과정에 문제가 있다는 이야기가 나온다.
심사위원들은 우선적으로 36명을 선출한 뒤 평가당일 다시 최종 12명의 심사위원을 뽑아 평가를 진행했다. 하지만 최초 심사위원 선임 방식을 공개하지 않아 어떤 근거로 선출했는지 알 수 없어 공정성 논란은 일 수 밖에 없다.
타 시도나 인천도시공사 같은 공기관은 공모사업 심사위원 선출 방식을 모두 공개하고, 공개모집하는 것으로 알려졌다.
